City-wide municipal security risk assessment and governance review

The engagement combined security risk assessments, security reviews, CPTED surveys, and a governance review across forty-four municipal sites. The work established a stronger foundation for corporate security policies, consistent decision making, and long-term security planning.

The municipality was responsible for a broad portfolio of public properties that varied in function, level of public access, and operational importance. To strengthen security across the portfolio, the organization needed a clear understanding of site-level risks while also evaluating how security was governed at a corporate level.

The engagement was initiated to assess the municipality’s overall security posture across forty-four identified properties and use those findings to support a broader governance review and the development of corporate security policies and procedures.

The work required a risk-based approach because properties ranged from critical infrastructure to secondary facilities. Challenges included coordinating assessments across multiple sites, addressing inconsistent security practices and equipment standards, and working within the realities of public-sector governance, stakeholder availability, and confidentiality.

The engagement began by classifying the municipality’s properties according to their criticality. This established priorities for the assessment process and ensured that the level of review reflected the operational importance of each site.

Each of the forty-four properties underwent a security risk assessment, security review, and Crime Prevention Through Environmental Design survey. The assessments examined physical security measures, environmental design, access, visibility, public interaction, operational considerations, and site-specific risks.

Alongside the site assessments, a governance review examined the municipality’s corporate approach to security, including policies, procedures, accountability, standards, and organizational consistency. The findings from both streams of work informed recommendations that supported security improvements at both the site and organizational levels.

The engagement applied security risk assessment methodology, Crime Prevention Through Environmental Design principles, municipal security governance review, site classification by criticality, physical security review, and corporate security policy and procedure development. The work involved municipal leadership, facilities staff, operations personnel, site representatives, external partners where available, and those responsible for security governance, risk, and public safety.

The municipality received individual assessment reports for all forty-four properties, an Executive Summary report identifying strategic themes and priorities, and findings that supported the development of Corporate Security Policies and Procedures. Together, these deliverables created a practical foundation for improving security governance across the municipal portfolio.

The engagement provided the municipality with a comprehensive understanding of its security posture across both critical and secondary properties. Individual site assessments highlighted location-specific priorities, while the Executive Summary identified broader themes that informed strategic decision making.

The combined assessment and governance review established a stronger foundation for consistent security policies, improved accountability, and a more coordinated approach to managing security across the municipal portfolio. Without this engagement, the municipality may have continued operating with inconsistent security practices, varying equipment standards, fragmented governance, and limited ability to prioritize improvements across its diverse property portfolio.

Effective municipal security requires both detailed site assessments and strong governance. Assessing individual facilities without establishing consistent corporate policies, standards, and accountability makes it more difficult to implement sustainable improvements across an entire municipal portfolio.
